People who are dually eligible for both Medicare and Medicaid are among the nation’s highest-need, highest-cost populations. Dually eligible individuals should receive care and services based on their needs, yet, they are often required to navigate two separate systems of care to determine which program will pay for which service. Today, only about one million of the more than 12 million dually eligible beneficiaries receive coordinated services.
